Not quite. Exoddus ends with a vague "There's Mudokons out there and we're gonna find them". Just reaffirming the general purpose of Abes mission. Also showing his rise in the Media as a terrorist. But it feels more like a conclusive "until next time" adventure ending.
But Soulstorm specifically teases upcoming plot more directly. As more of a plot cliffhanger.
Exoddus has like a text tease if you save all the Muds I think but that doesn't really count as its not really a aprt of the narrative.
