i don't really know the answers to any of your questions but personally if you were meant to receive something but didn't i would ask OWI what was going on, maybe they can sort something out. it wouldn't surprise me if the problem lies with the postal service, i've had lots of packages vanish into thin air over the years where the seller swears they dispatched the item but it just never arrived. i just had to get a refund last week for something else that never turned up.
i live in midlands too so yeah some of our postal lines are wank, but even if it was lost in the post you might get refunded for not getting it in the first place. contact OWI or whoever owe you and just let them know what's happened.
