And I'm pretty sure the Three Weirdos flat-out confirm that the bones are tied to the ghosts, considering they're missing limbs because their bones got used for brew.

May be not all Glukkons refused to use magic and alchemy. There still could left some sects. And I like your teory that Soulstorm is witchcraft. In the end, he did not in vain get its name. It must do something with the soul.
