It would make sense if they are Mudokon eyes, no? Probably of the person taking the picture.

I was thinking the pics were being taken by those floating camera things.Then mud "agents" pull them from security centers.
Edit: I don't think they are mudokon eyes, they seem too close together, the right eye even looks a bit wonky(looking a different direction than the other)
