And the main question is why Glukkons want a crowd of insaine uncontrollable Mudokons? How will it strengthen their business?

The likelihood is this is an unintentional side-effect from the experiments – they’re probably aiming for total dependency on Soulstorm, as it was used in AE.
Of course, there could be deeper motives in OS, but we’ll have to wait and see…
