Take offence at Vlam, if you please—even though I think most opinions about him are entirely biased and skewered to make him seem the bad guy without recognising all of the abuse he received upon joining the forum, most of it inspired by his language barrier—but there's no need to attack my vote.
I'm unsure what evidence you're basing this off of considering Vlam never had a welcome thread. A simple search on anyone's profile can reveal that. He joined in 2003 and didn't consisently post until NnT's announcement circa 2015, 9 posts from 2003 to 2014, none of which were ever in a welcome thread. There's some forum navigational skills.

He thinks most of them are here for the ARG and couldn't care less about OWF. He is right. Most of them have gone silent and will return only once the ARG is operational again.

I've spoken to Vlam several times about the state of the forums and what can be done to improve it. Believe it or not, but Vlam was the catalyst for my OWF Rebirth thread; the very thread that inevitably voiced the need for another moderator.
You'd rather refuse newer people's rights to be here - a site which OWI themselves linked their audience to - in favour of inclusive change that only benefits the forum members who are already here. The only one of your original suggestions from your "An Opportunity for OWF's Rebirth" to gain any footing was Dungeons & Dragons, which as of yet has exactly zero usage from any of the newer members besides MrsKJJ. So I don't think it's fair you ride that wave.

Any company in the world knows that you're doomed to failure by not appealing to any potential newer adopters of your product. Apple don't care whether you were there from iPhone 1 or iPhone 6; you're either part of the constant, or part of the increase. You don't become popular by appealing to the same circle of people, no matter how many fun games you play.

However, I don't think another moderator is going to solve the flagrant issues of this forum. They might be able to quell a couple of multiple accounts and stop the porn, but I don't think they're going to encourage a revolution. What we need is a sense of community reinforced with continuity, hence the introduction of "Odd Piece of the Week", and the re-conceptualisation of interactivity between the members, via Dungeons & Dragons and hopefully more varied games to come. The solution to a functioning, fun, fascinating forum is based on content and relevance. If we can encourage such an attitude and forge a bond between as many of our members as possible—instead of encouraging our own version of the Schism—then we will have the OWF we all desire.
I don't understand how you can claim a succesful forum is based on relevance when the majority of the newer members are here for the ARG (The most relevance this forum has had from Oddworld Inhabitants since our tiny mention in New N' Tasty's end credits). There's no use forging bonds between members that have already consistently been on the forums together for years, whilst sumiltaneously neglecting and shunning all the newer people who arrive here, ARG or not.

I feel like there's an issue with consistency here, whilst Vlam has consistently tried to sway the forums away from any kind of progress, others have been consistently trying to improve it. You are not the first person to try to change OWF for the better, so I don't feel as though you should consider yourself yo have all the credit for your few successful suggestions. This almost exact same situation happened in 2015 when STM proposed the idea, and you know what I did? I made the flag. And again I was consistently trying to improve the environment of the forums.

That's my issue. He doesn't like the fact I voted for Vlam, for my own reasons, which is his personal grievance, not mine.
I'm not upset that you voted for Vlam. You have the right to vote for whoever you like. But I am able to complain when you vote for the literal antithesis of progress on the forums.
