It seems that those canopies are usually pretty large, so I think it’s unlikely they would be leather.
Even then, Glukkons must be getting materials for their suits from somewhere. Clakkerz and Outlaws are also seen to be wearing cloth materials of some sort; so someone must have figured it out.
