There seems to be a faint line next to the arrows. Perhaps in a hint on how to orient them?
edit: Here is the horizontal barcode cleaned and isolated. But a regular barcode scanner doesn't seem to make much sense of it. Perhaps parts are missing or we only need to look at an isolated segment. I tried inverting the code as well but no luck so far.

I scanned your version of the cleaned up barcode then revieved Numbers: 14517648
But I should scan a couple times more maybe, to make sure I get the same results
EDIT: I got different results after 7 scans but 4 out those 7 scans it resulted in: 06604622
This is tricky...
