If we consider the Glukkon's clothes (from what we can see of them) and the lack of medals & chains etc. I think we can eliminate General Dripik from the trio we've seen in Abe's Exoddus.
Given the shape of the head, I also don't think it is likely at all to be Vice President Aslik or Director Phleg either, and the clothing also would not match for Aslik. So either it is the return of Molluck, a new Glukkon high in command, or just a regular Glukkon as STM suggested.
