My version of arrows (notice awful quality!)
Arrows with same colors are, IMO, have same directions.
The ones in which I not sure are marked with "?".
Fragments #2 and #5 are, indeed, look same ("AND"? "ARE"? "OUR"? "LOW"?)
Because of fragments #5 and #6, I think we should look for something like this cipher

It's very likely that each different direction represents a different letter. They have patterns that generally seem to match English-language digraph frequencies. The blue arrow is either T or E: T is the most common letter at the start of a word, E the is most common letter in general. The blue arrow appears 6 times – 4 of which are the start of a word. E is a very common letter to start a word with.
If the blue arrow is T, the green arrow must be a vowel since it's followed by 2 Ts in the 4th word. The red and yellow arrows might be H and E, and the cyan arrow might be A.
I've been messing with this for a while, didn't manage to get a reasonable assignment, and the uncertainty of some arrows doesn't really help =/
