Thats how i always interpreted it aswell. He was probably going to pull a fast one on Sekto and run away with the cash after presenting his own head or something

Yes. It's clear from the early drafts at least that the number for the Steef head is intended to match the cost of the surgery:

(very serious)

STRANGER squints his eyes.
