I don’t trust that – Littlefinger is the most conniving politician around, he could very well just be saying that to lure Sansa into doing what he wants. I guess we’ll find out when Brienne checks things out.

No it's both. Pretty sure the writers confirmed that he's genuinely sorry. Remember, he does love Sansa in his own creepy way.
