I don't mind it at all if done in way not meant to scare the shit out of someone. It's quite nice walking down the street getting a little beep beep, I look at the noise direction and see some guy with a big smile and a thumbs up.

Whether or not you mind it isn't the point. Because what if you did. It could very easily be unwanted, and since it is typically sexual in nature when someone does that it is very easily classified as misogynist, sexist, or harassment. It is definitely crass, and rude. If it makes you feel good that's perfectly fine, but it doesn't change the fact that the person doing it is a bit of a shit.
