I've also found that while forums have definitely been losing popularity over the past five years or so, they aren't completely dead. It's still possible for a forum to have a good amount of activity happening on it. Advertising is important, especially if you're looking to have a huge forum, but I get the impression that nobody here is really too interested in having a forum that's absolutely booming, right? Like, having about 50~ active members would still be sufficient. And in that case, I think the most important factor is going to be the community. People like strong communities with strong personalities, even if it's relatively small.
I haven't been consistently active here since like...2008? I pop in here and there and check out threads and such and sometimes stick around for a month or two, but I'd be lying if I said that I was on top of even 20% of what has happened here over the years. But I still feel as if the sense of 'community' here has really dwindled, although it might just have a lot to do with the fact that most members are no longer active, for various reasons I'm assuming.
Also, yeah, being an utter asshole on forums kind of stopped being cool at this point. Also, yeah, this place is in dire need of an upgrade big time.
And if this 'new forum' idea does end up happening, then I'd be all for it. That way I won't have to have this fucking stupid username anymore.
