Well I know Stewart Gilray isn't involved in Oddworld anymore since he said as much on Twitter a while back.

I remember a long while ago when Gilray said there were no plans to work on anything Oddworld for the immediate future, but I assumed he was just waiting to see how well "New 'n' Tasty" performed before moving ahead with anything new.
