To explain all humour out of an already mediocre joke, Mr. Molluck was saying that he can't cheat in a game that was "made up". All games are invented by somebody, yet Mr. Molluck was treating them as an exception, so we can only assume that most of the games he plays were never made up by anyone i.e. they magically appeared of their own accord.
