Other than not knowing how much Alf's Escape will cost, yes, you can buy it as DLC separately when it comes out.

Thank you very much for clarifying, Wil. I will not be purchasing Playstation Plus in that case. Just a shame we couldn't get a pre-order offer that had it free with it like the US.
