They should change the title, then. I'm not saying it's a good idea, mind. Just that calling it slavery is a bit over the top.
I don't know enough about how it's implemented to express an opinion, but the UK is far from the first place in the world that work-for-the-dole programs have been implemented. It's gone reasonably well here in Australia.
