I never understood the Guardian Angel. Was it a cut character? or just something purely made to promote Abe's Oddysee?

That cutscene was simply an advert for the game (which I don't think ever aired?).
But the Shrink is essentially Sam the Queen's shrink. To keep her occupied, to keep her spirits up or what have you.
I guess there are multiple.
