I think Shimizu's proposals to collect solar energy from the moon and beam it back to earth would be more beneficial - Unless these two projects would work together somehow. But I wonder what the resulting brighter nights would have on wildlife, considering it'd become a global phenomenon and not just restricted to built-up areas?
Still, both ideas seem very much pie in the sky at this time. Politics, red tape and environmental concerns will probably block both of them anyway.
