Maybe you can't see this at this resolution. I looked at the screenshots just after I looked at the newest 4K resolution screens from Wasteland 2 ( example here), and as the image was zoomed out it looked okay, but as I zoomed in it appeared that the internal game resolution is significantly lower than the screenshot res so it looked/was very upscaled. Although I don't have high-res screenshots from NnT, I felt like it's the similar deal here (it's even the same engine). But this is just an assumption, and I might be as well horribly wrong.

I don’t see it. That Wasteland 2 screenshot doesn’t look blurry to me, more that they’ve set the texture resolution and antialiasing too low for the resolution they’re using.
If the NnT screen looks blurry at all my guess would be because of how the screenshot was downscaled – you’d figure any screenshots JAW would send out for publishing would be 1920x1080, yet on the PlayStation site they’re 1024x575 (exactly one pixel away from a perfect 16:9 aspect ratio). It’s feasible that Sony downscaled the screenshots for the site and this had the result of making one particular screen look a little hazy.
