It ... looks blurry to you?

Maybe you can't see this at this resolution. I looked at the screenshots just after I looked at the newest 4K resolution screens from Wasteland 2 (
example here), and as the image was zoomed out it looked okay, but as I zoomed in it appeared that the internal game resolution is significantly lower than the screenshot res so it looked/was very upscaled. Although I don't have high-res screenshots from NnT, I felt like it's the similar deal here (it's even the same engine). But this is just an assumption, and I might be as well horribly wrong.
