Daleks are supposed to be scary full stop, the whole 'four daleks is enough to destroy the world,' thing that the Cult of Skaro played on, those four were just as dangerous as an entire fleet. The cybermen are supposed to upgrade whenever they encounter a new danger which was supposed to be the big new twist that actually made them an enemy you don't laugh at but they still were absolutely shit today.
