The same weird twitch thing happens in PS1 AO. Playstation controllers have pressure sensitive buttons. When you press the X key it sends a value depending on how hard you pressed it. You can change the pressure without lifting the key, so AO starts playing the animation at a certain pressure, but if you don't hit the button quite hard enough you just get the weird twitch. It took me ages to get used to because I would just stop pressing the button when I got the visual feedback. I think the PC version tries to emulate this with a small timed delay. If you release they key too soon you just get the twitch.

Sometimes on both platforms it just randomly won't work for the first few times I try to say something though.
