Heh... usually I am the one to find all the odd (no pun intended) images.
I don't actually remember seeing that either... but then again, there is so much stuff that you may not remember. But I don't think that was in there... I'm sure the background of the Stockyards is all like that which you see in the left of picture.
The thing the crane is holding looks like one of the ball cars that Abe rides in later on. It could be that it is being put into place.
My guess is that it's like the Elum Teleporter image... something that never ended up in the final game.
