People are people, and some of them deal with the public eye better than others. From what I gather, Gilray can be a little unpredictable at times. It's probably not the first time he's jokingly made a claim he had no intention of backing up.
As for OANST critcising JAW's insistence that it was just a joke, you have to be insistent when you're dealing with the internet at large.
