I always saw electronic music (besides keyboards) as an outlet for people with a good grasp of musical theory and some interestic melodicideas, but not dextrous enough to play an instrument.

But you're forgetting, it's about the sounds too. The synths used, what sounds cool, what sounds nice, what sounds agressive etc... Essentially we build our instruments first.
