Oh, I'm on Level 14 now. I wasn't using enough air units, and I was attacking the toughest generator first. I built a fleet of Eagle-scorpions and sent them round the map clockwise. By the time I got to the westmost one, the enemy forces were spread all over the place trying to intercept me.
Apart from that, I just counter melee with ranged and ranged with melee. Research Radar Pulse as soon as possible and use it to target every coalfield on the map.
