Is it necessary to play 999 before playing Virtue's Last Reward? I found out that Virtue's Last Reward is also for the Vita and have been thinking of picking it up at some point, but I haven't been able to find 999 anywhere.

There are connections. It's an indirect sequel, so I guess you won't get the 'full' experience, but it's almost entirely standalone. If there's a third game (And there will be) I'm positive it will require detailed knowledge of the plots of both.
The reason you can't find it is probably because it was never released over here in the EU. I got my copy a couple of years ago when it was
really fucking rare but because the success of VLR made the publishers do a second edition run,
you can find it quite easily online.
Also VLR rips through the spoilers of 999 at quite a rate, so if you're planning to get into the series, I really suggest starting with 999.
