Apparently the marketing department thought it was worthwhile. The have a budget and this is how they chose to spend it. Chances are if they didn't spend it all each quarter they'd get a smaller budget after review.

Exactly what I was thinking...
On the other side I've seen plenty of nice commercials IRL teasing for products without the actual product being displayed in it or it being even revealed yet. So this behaviour does not surprise me at all in a fictional universe.
