Because it probably is lower quality.
Now, let's say that you saved it as a jpeg at 90% quality. So your first image was 90% of the theoretical 'perfect' image. Then you took that image, made changes, and then saved it at 90% quality. The new image is 90% of the first image, and thus 81% of the 'perfect' image.

I probably saved the previous one at 90% but this one I saved at 100% to make sure. It's still low quality.
