None of the games are available to 'minors'. All of the GTA games are rated 18 here - nobody under 18 is allowed to purchase the game but their parents or older friends can buy it for them.
Rating the game as an 18 is very patronising to the uner 18s who won't actually hi-jack a car and run people over but an outright ban is even more patronising. Whoever's decicion this was should be hit with a baseball bat several times then blown up with a molatov cocktail! Yay for violence!
