Does anyone know why the fuzzles in SW look different than the other games?

'Other game', you mean? Given that they only appeared in one other game.
The Fuzzles in Munch were captively bred for specific features that made them good for testing. That's why they look different.

And does Stranger simply not have horns, or did he have them removed? If he had them simply sanded off, they would just grow back...

I don't think there's an official statement on this, but the two main fan theories are as follows:
- He removed them. Either surgically (like with his legs) or by regularly sanding them down.
- Stranger is a female Steef.
