You completely lost me with the donut analogy, but I think the question would be better phrased: "Do you believe that people's belief in God can influence their actions?"
I agree with Lampion that you can't believe that God does not exist and then assert that God can influence anything. That does not compute, Will Robinson. Perhaps more to the point, if you don't believe in God but your actions are influenced by God, you are either too easily influenced (i.e., by a non-existent entity) or are kidding yourself about the existence of God. But certainly it is possible, and actually likely, that the actions of people that believe in God are influenced by that belief.
