I felt that FO3 was the empty one – in FO3, the main story quest was kind of the only really interesting thing going, and vast swathes of the map were useless (how many enterable buildings were there in D.C.?).
In New Vegas, I got sidetracked by side missions for weeks, and the world map felt much less empty – towns and outposts all over the place, and much more evenly spread.
