I've always thought that they were just enslaved Mudokons in another part of Oddworld that we haven't been to separate to the 399 Abe has saved so far.
And I think when Abe says "we're going to find them" it's a cliffhanger, it shows us that his mission isn't over and thus making the player know that the series isn't finished.
