The multiplayer I can forgive but it still took development time that could have possibly been used to improve the singleplayer experience.

Bioware have said, a billion times, that they have hired extra staff to work on the multiplayer. The original team (including the writers) have stayed put, working on the single-player.
Mass Effect 3 has almost twice as much dialogue as the second game, just goes to show, there is effort in there.
