I would imagine that the answer to both questions is "not enough people bought it on PS3".

That's more of a reason to add it to the PS3 version and not the PC. Bear in mind that the PC HD update is also being syphoned to people who have already bought it.
I think it's a silly idea to add them to the PC and not the PS3. Well, I think it's a silly idea to add them at all. I'd prefer it if they focused on new things rather than spending time making arbitrary extra tweaks to SW. I say 'arbitrary' because they obviously can't be added in any way that will change the gameplay.
