I got a a black wallpaper, and edited the little rectangles into the image using paint.net. From there, I chose the icons I use the most and selected custom icons for the programs off Google Images. I then copynpasted the new icons into paint.net, placed them inside the rectangles and set it as my wallpaper.
Then I made the actual icons transparent, nameless, without the shortcut arrow and placed them overtop the pictures edited from paint.net.
