No. It should be called
sounds.dat. That's it. Just have it where it came from and it will work. You don't ever have to open or run the file, just run the game. Also check that your sound isn't muted in windows.
With the previous version, you open a previous version folder by double clicking, then just locate the sounds.dat then drag it to the desktop then replace the one in the actual AE directory with it.
Also, in the post near the start,
DarkHoodness says to make the extentions show. Do that, even if it's not the problem, just so it's definitely not, and so you can clearly see.
