but what I find weird about this wallpaper which I got from the official Saints Row website is that no matter what size you download they all look a little bit blury.

It's always better to manually scale up/down wallpaper for desktop use using photoshop or paint.net than it is to just stick it to your desktop and rely on your os to scale it properly (It won't)
Other than that, the source image might just be shitty. Check that shit out by opening it in one of the above.
