I think the implication is that a game with 3D support will always be rendering twice under the hood, so that if you switch between having 3D enabled and disabled the change will be seamless.
Whether or not that’s true is beyond my technical knowledge.

I don't think that that is true, but they might not have had the budget/time to create (and/or store on the disk) both medium- and high-res textures and models. Given that 3d was a goal for them, they might have comprimised by only putting only the medium quality versions.
