Not any more. That was George W. Bush's goal, but it was thrown out by the current administration.
I recently met a guy who had previously worked for NASA and he suggested that that was Bush's plan all along. He said that if they simply shut down NASA, there'd be a public outcry, but if you give them an impossible task and allocate all the resources of the organisation specifically to that task, it will be easier to take those resources away once everyone realises it was a mistake.

Why work towards becoming a spacefaring race and exploring the universe when that money can be spent on flinging crap at each other like apes? (missiles, etc)
