If people get STDs, it's their own damn fault. The state will not deal with these undesirables.
Anyone who is pregnant when not selected for breeding programs will be forced to birth the child in the tundras of Antarctica, whilst the mother and father will be sent to learning camps. Refusal will result in being exiled to Africa (which I'm planning to make into a big wasteland prison thing. Prisons may get overcrowded...)
