I don't believe anybody's deliberately looking to inconvenience you, nor do I think that they'd be lighting up in a non-smoking area (at least not intentionally).

Well.. I think you may a teeeeeny bit too general. There is always the select few assholes who don't care. Such as the non-smoke area booths at the train station(for people to wait inside). You always see someone smoking inside it despite the massive 'don't smoke' signs... And the booths always have smoke buds laying around. x_x
But definitely not all smokers do this.
Usually when a person smokes, I move on the other side of the wind so it doesnt blow in my face.
