"For his role in..."; he didn't single-handedly steal 3 billion dollars. And he was accused of corporate fraud, not embezzlement, so it was probably more about dodgy accounting and covering up poor profits than stealing.
Not saying that 15 years for a $100 bill is justified, mind you. Also, I wouldn't be surprised if that amount of time was because it was a repeated criminal; three-strikes-and-you're-out and all.
