I only suggested that rule 'cause STM kept leaving them against the side of my railway track. Kinda annoying.

As for TNT, I'd restrict it's use to mines only, as I don't really see a use for it outside of that.

TNT can also be used in creations (Scraby says he intends to build a TNT cannon in the wilderness somewhere) and for blasting away mountains (though mountains are much easier to dig away with tools IMO rather than collect gunpowder).
