Rules look pretty good to me and cover most of the basics. As for TNT, I'd restrict it's use to mines only, as I don't really see a use for it outside of that.
And yeah, take into account the location of other people's houses and creations before you build something. Especially when building something insanely large or obstructing. Check with your neighbors first.
