I don't think I particularly need evidence because it's just my opinion :-/ but if I were to back it up with evidence I would probably use the original screenshots which kinda look like Munch. I can't do that though because I'm posting on my phone.
The original plan for HoO was to use the ALIVE2 engine from Munch. That would explain why the screenshots looked similar. Now... who knows how it's going to turn out?

It shouldn't have console ports though, console RTS games almost never go well.
Which would probably be why Stewart Gilray didn't include the consoles in the list of possible ports:

A PlayStation 3 and Xbox 360 release is unlikely. "It works well with touchscreen interfaces or mouse control direct. On consoles, however, you get analogue sticks or your Move controller. While Move is good for certain kinds of gameplay and it's responsive compared to Kinect, it still isn't that intuitive.
