Well it needs to be innovative for a start and GTA:SA was not that. Everything in that game has been done before except for have liaisons with prostitutes and then kill them to get your money back... I wouldn't base that to be ground breaking enough for it to be considered a classic.
And whilst it has the popularity and sales down I wouldn't think it was popular only because it was a good game. If we break down the ratio of the sales it was bought mostly by wiggers who wanted to drive cars really fast and mow down hoes. Hell, I'd say that a majority of the cunts didn't even finish the game. It was also very brown. Silage brown even.
At the end of the day, San Andreas didn't bring anything new to the table and that's why I don't consider it to be a classic.
